Behavioural norms of players in chess events

Here is a recent press release of a FIDE Presidential Board decision published on FIDE website on new rules about behaviours of the players during the tournaments.

"Behavioural norms of players in chess events

Having discussed several recent cases in different chess tournaments where the attitude of players toward their opponent or officials, journalists etc. was not acceptable under conventional social behaviour, the FIDE Presidential Board -at the suggestion of President Ilyumzhinov- decided on setting up strict rules regarding such behaviour.

Any player who does not shake hands with the opponent (or greets the opponent in a normal social manner in accordance with the conventional rules of their society) before the game starts in a FIDE tournament or during a FIDE match (and does not do it after being asked to do so by the arbiter) or deliberately insults his/her opponent or the officials of the event, will immediately and finally lose the relevant game.

Regarding a more comprehensive set of behavioural and ethical norms to be followed, FIDE Ethics Commission and the Arbiter's Council are to elaborate guidelines for the players. The guidelines will be published on the FIDE website."

TCF strongly supports any decision taken for anticipating any such behaviours not compatible with sports ethics.

In the booklet titled "Start to Play Chess: A Beginner's Guide For School Children" published by ASEAN Chess Academy directed by FIDE General Secretary Ignatius Leong, in the section titled "Chess in Schools" the Turkish case is mentioned as "the big success story". Here is the section:

"And the facts speak for themselves: Which is the fastest growing chess federation in the world? FIDE officers debated this for years, but now all discussion has ended. It is the Turkish Chess Federation, which increased its membership from 3,000 to 150,000 in six years, and installed 12,000 chess teachers in schools. Now the TCF has moved into spanking new quarters in children studying chess in schools, 200,000 members in the Turkish Chess Federation, 25,000 certified chess teachers, 5,000 electronic clocks and 100,000 chess sets bought each year."
